"I am going to Spain to demonstrate the importance of getting a large Yes vote for the constitution in a country which, Britain apart, had some difficult issues to address in the drafting of the constitution. The consensus that was eventually arrived at in the Convention and at the IGC meets the national interest of Spain and the common interest of all Europe.
"Spain has made a major contribution to the quality of the constitution, not least with respect of European citizenship.
"By participating in the campaign for ratification of the constitution, I will be expressing solidarity with fellow liberals and democrats in Spain.
"I will also be interested in learning how the Spanish are fighting their campaign, and in drawing any appropriate lessons for Britain.
